The Twenty-third International Course on Aseismic Design and Construction (CADAC/2004) was organized by the Institute of Earthquake Engineering and Engineering Seismology, (IZIIS) University "SS Cyril and Methodius", Skopje, Republic of Macedonia, within the frameworks of the scientific and technical cooperation between the governments of the Royal Netherlands and Republic of Macedonia. The Course was organized in the period August 30 - November 19, 2004. 18 participants from 13 developing countries attended the Course.
In the course of this year CADAC Course, an external evaluation has been made by SPAN Consultants, the Hague, the Netherlands with the main purpose of determination of the effectiveness, efficiency and sustainability of the course. The subject of evaluation were the last three courses CADAC/2002, CADAC/2003 and CADAC/2004 while the source of information used were the entire project and other relevant documentation, the insight into the teaching tools and the realization of the teaching process as well as the realized interviews with the professors, the members of the managing staff and the students (attending the last and the previous courses). The final report of the evaluator contains a positive evaluation of the course with a recommendation for its continuation in the coming period with gradual development of a phase-out strategy regarding the financing by the Government of the Royal Netherlands.
The 23-rd International Course on Aseismic Design and Construction CADAC/2004 was successfully accomplished. The analysis of the initial and the final questionnaires filled out by the participants upon their arrival and departure proved successful achievement of the main goal of the Course. The results were satisfying, which was evident particularly after the final test, which was successfully passed by all the participants.
Finally, it should be noted that it is a particular honour and pleasure to organize such an international course which arouses a worldwide interest.
